Nice shot. I don't particularly think you went "wrong" anywhere. Depends what you were after.
Normally, a shallow DOF would tend to make the focus of the buildings on the far bank a bit soft. If your intention was to get both the foreground and background a bit sharper, maybe you could try f/8 or something.
I don't know what you metered off of in the partial mode, but shooting in RAW and setting the EV to -2/3 may help you get the desired exposure in post processing.
The ISO is kind of high for me, especialy since you used a tripod. Try 100 or 200 next time and see how you like it. You can always reduce noise channel by channel....RBG.

Now ye see this I why I love this site. I never even considered making some of the changes you suggested but now that you suggested them I cannot wait to go back to the location and try again. I am just starting out in the world of Digital SLR photography and these comments are invaluable to me. Thank you so much for te help and especially thanks for the compliments on both pictures.
