Photographer's Note
I've seen dozens of pictures of the Ha' Penny bridge in Dublin. they all seem to be the same angles and views. I just though it might be interesting to put the subject of the picture almost out of shot while still trying to capture the uniqueness of the bridge. I do think I may have over stretched myself slightly. Personally i don't think I pulled it off. Please feel to comment and let me know where I went wrong and I could improve. Oh and I know the light on bridge is over exposed. Thanks Folks

The Ha'Penny bridge is always a fun site to try to photograph. So many angles and views on the well know bridge. I think you've slightly over exposed the image. Maybe a few seconds less. The bright lights above and below the bridge are a bit harsh. Nice view across the river, and nice reflection of lights in the water. I've taken many photos of this bridge myself (such as this and this), and still enjoy it. Keep trying, because I know I am. :-)

Nice shot. I don't particularly think you went "wrong" anywhere. Depends what you were after.
Normally, a shallow DOF would tend to make the focus of the buildings on the far bank a bit soft. If your intention was to get both the foreground and background a bit sharper, maybe you could try f/8 or something.
I don't know what you metered off of in the partial mode, but shooting in RAW and setting the EV to -2/3 may help you get the desired exposure in post processing.
The ISO is kind of high for me, especialy since you used a tripod. Try 100 or 200 next time and see how you like it. You can always reduce noise channel by channel....RBG.
Great Job.
